How to Make Week 53?

This seems like one of those problems where I am missing the most basic of steps.

For those of you on 4-4-5, how do you make Week 53 for that odd year that requires catching up?

I inherited a Prophix implementation that has week 53 in one of the time dimensions so I know it can be done somehow. I am only finding the option to expand the years in the time range when I try to add a member.
